Yet the belief prevails among riders and law enforcement: Not putting your feet down at a stop means you didn't come to a complete stop and you can be ticketed.   It's probably true in 99 percent of cases that when a rider does not put her foot down at a stop that she does not come to a complete stop. But these two factors are coincidental, not cause and effect.
