Pat Hahn, author of Motorcyclist's Legal Handbook, explains that he thinks it's an urban myth.

 

My hunch is that a non-rider imagined it must be so, and the idea caught on that it's the law. Maybe somewhere along the line, some state or municipality actually created a law that required riders to put a foot, or both feet, down at stops, but nowhere in any state statutes can any law like that be found today. Yet the belief prevails among riders and law enforcement: Not putting your feet down at a stop means you didn't come to a complete stop and you can be ticketed.

 

It's probably true in 99 percent of cases that when a rider does not put her foot down at a stop that she does not come to a complete stop. But these two factors are coincidental, not cause and effect. It is entirely possible to put your foot down without stopping, just as it is entirely possible - though not easy - to come to a complete stop without putting a foot down.

 

Like most driving behaviors, it's best not to try your luck in front of a member of the local constabulary.
